Circle, a Stablecoin Pioneer, Secures Conditional Registration for Digital Asset Services in France

France actively encourages cryptocurrency companies to establish a presence in the country, providing a regulatory environment with more clarity than the United States. In line with this, Circle, a stablecoin issuer, has successfully obtained conditional registration as a Digital Asset Service Provider (DASP) from France's Financial Markets Authority (AMF). This strategic move aligns with France's ongoing efforts to attract crypto companies seeking regulatory transparency and a stable operating environment.

For Circle to commence full operations in France, the next step involves obtaining an electronic money institution license, a process for which the company has already submitted an application. The announcement, made on a Thursday, underscores that Circle's USDC, pegged to the U.S. dollar, stands as the world's second-largest stablecoin, trailing only Tether's USDT. Additionally, Circle issues EURC, a stablecoin pegged to the euro.

France's proactive stance in welcoming cryptocurrency businesses is fueled by the regulatory uncertainties faced by the United States. Earlier this year, the European Union introduced the Markets in Crypto Assets (MiCA) legislation, scheduled to come into effect in its 27 member countries the following year.

Dante Disparte, Circle's Chief Strategy Officer and Head of Global Policy, highlighted the strategic decision to establish a regulatory base in France. He emphasized France's clear regulatory framework for responsible innovation in FinTech and digital assets, leveraging the nation's vibrant entrepreneurial, technological, and financial services ecosystem.

In a move to bolster its operations in France, Circle has appointed Coralie Billmann to lead its licensed operations in the country. Billmann brings a wealth of expertise, having previously overseen high-growth tech sales expansion at JPMorgan and served as Treasurer for Europe, the Middle East, and Africa at PayPal. Her appointment reflects Circle's commitment to navigating the French market with experienced leadership, fostering its strategic initiatives in the region.
