EU Legislators Advocate for Technological Independence Through Metaverse Empowerment

The Committee on Internal Market and Consumer Protection of the European Parliament has issued a strong appeal for the European Union to take a leading role in advancing the metaverse while upholding EU values. The primary goal is to reduce the bloc's dependence on external nations and strengthen support for EU businesses in the evolving metaverse landscape.

This call is a pivotal element of an extensive report by the Committee on Internal Market and Consumer Protection, which explores the opportunities, risks, and policy considerations related to virtual worlds. The metaverse, a collective space of virtual worlds envisioning the future of the internet as a shared, interactive, and potentially immersive digital realm, is a focal point of the committee's attention. The report, endorsed on Tuesday with 31 votes in favor and two against, underscores the pressing need for EU leadership in shaping the metaverse.

The committee's initiative builds on the foundation laid by the European Commission's metaverse plans revealed in July. Although the Commission refrained from proposing specific laws for virtual worlds, it stressed the importance of new standards and global governance for overseeing the metaverse. The Commission's strategy on Web4 defines virtual worlds as persistent, immersive environments based on 3D and extended reality (XR) technologies.

Highlighting an existing trend, the committee's report notes that current metaverse projects are primarily developed by "a few companies based outside the EU, which have the necessary resources and financial capabilities." Consequently, lawmakers advocate for a shift in dynamics, urging the EU to play a leading role in metaverse development.

Pablo Arias Echeverría, the rapporteur guiding the initiative through the parliament, stated, 

"Europe cannot afford to lag behind in the next digital revolution, nor can we repeat past mistakes."

He emphasizes the need for a strong foundation rooted in EU digital regulations, guiding principles, and values. Arias Echeverría envisions Europe leading the transition into Web 4.0, with a focus on prioritizing citizens at the core of the digital future.

The lawmakers' recommendations go beyond economic considerations, calling for the establishment of a level playing field to empower European businesses and the development of a comprehensive policy framework engaging other nations. The report underscores the imperative to address potential risks related to mental health, data protection, consumer protection, and cyberviolence, reflecting a commitment to fostering a metaverse that aligns with EU values and ensures the well-being of its citizens.
